Building Partnerships to Reduce and Prevent Alcohol Related Harm in Nigeria

Nigeria is among the 30 countries with the highest per capita consumption and alcohol-related problems in the world, yet it has not formulated alcohol policy to date. The absence of comprehensive National Alcohol Policies and legislative measures continues to motivate the alcohol producers in Nigeria to expand. The purpose of a comprehensive national alcohol policy is to protect the entire population free from alcohol harm and to encourage and promote abstinence, the policy should ensure the reduction of alcohol use among the vulnerable groups, these and other measures including the adopting of global best practice will contribute to the reduction of alcohol harm.

ASAAHN therefore commends the efforts of the Federal Government of Nigeria for building stakeholder support and committing to address alcohol related harm in Nigeria.

Senegalese Alcohol Policy Alliance (SenAPA)

Dakar hosted the launch of the Senegalese National Alcohol Policy Alliance ( SenAPA)

Senegal launched the Senegalese Alcohol Policy Alliance (SenAPA). The launch was under the auspices of Dr. Franklin Umenze, Chairman of the West African Alcohol Policy Alliance (WAAPA) and the National Coordinator of SenAPA, Mr. Maguette Thiandoume

Effectively, SenAPA constitute a network of more than twenty (20) organisations in Senegal who are fighting alcohol-related harms. Its mission is to coordinate the activities of member organisations and to introduce dynamism in countering alcohol harm in Senegal.

In a ranking by a WHO study of alcohol consumption for 49 different African countries, Senegal ranked 44th, A 2005 study conducted by a private research firm (MADWI) revealed that, around 24 million bottles of alcohol are consumed each year in Senegal. Despite alcohol consumption being relatively low, one of the most prominent phenomena in Senegal is alcohol consumption by the youth.

According to an inquiry conducted by the National Agency of Statistics and Demographics (ANSD), people between the ages of 15 and 49 years have consumed at least one alcoholic beverage before the age of 15. The month before the enquiry, 1.5% of women and 3.9% of men in the same age group drank at least one alcoholic beverage.

In certain areas of the Senegalese capital, the phenomenon of cheap alcohol and alcohol been packaged and sold in sachets has developed very quickly, which eposes the youth to these drinks.

SenAPA will put evidence-based interventions from the Senegalese society together to effectively fight against the consequences linked to alcohol harm, particularly geared towards the youth who are the most affected. SenAPA also represents an opportunity for Senegal to have a national alliance to champion alcohol control intervention in the country.

The first part of the launch was made up of the presentations and discussions on the role of National Alcohol Policy Alliance and its relation to Sustainable Development Goals (SDGs). The second part was a ceremony which officially launched the Senegalese Alcohol Policy Alliance (SenAPA)

Dr. Franklin Umenze outlined the Sustainable Development Goals and how they relate WAAPA’s vision of preventing and reducing alcohol-related harm which was followed by panel discussions on alcohol use & its consequences, Islam & alcohol, and the youth & alcohol.

The ceremony officially ended with the Board of SenAPA thanking Senegalese authorities on its efforts of addressing alcohol harm.

Alcohol Policy Alliance – Ghana (GhanAPA)

Ghana National Alcohol Policy Alliance; GhanAPA officially launched.

A unanimous Call for Alcohol Regulations

Speaking at the national launch, Chairman of GhanAPA, Mr Benjamin Anabila noted that,

GhanAPA would advocate for the implementation of the WHO Global Alcohol Strategy by promoting abstinence, reduction in consumption and regulation of the alcohol industry. He said

GhanAPA would collaborate with key stakeholder to enhance public health and reduce the socio –economic effect of alcohol consumption.

Chief Executive Officer (CEO) of the Mental Health Authority of the Ministry of Health (MoH) Ghana, Dr Akwasi Osei charged GhanAPA to push for the passage of the Alcohol Regulations.

He bemoaned how alcohol abuse has put a heavy burden on the health system of the country and needed to be addressed as early as possible. He said alcohol consumption caused a lot of damage to the human organs and urged CSOs to wage a serious fight against it.

Mrs Cynthia Dapaah; Head of Legal at the Food and Drugs Authority (FDA), said there was the need to sensitize stakeholders on the WHO Initiative to help reduce and prevent alcohol harm.

She said SAFER stood for Strengthening the restrictions on alcohol availability, Advancing and

enforcing drink-driving counter measures, Facilitating access to screening, brief interventions and treatment, Enforcing bans or comprehensive restriction on alcohol advertising, sponsoring and promotion and Raising prices on alcohol through excise taxes and pricing policies. She urged CSOs to provide feedback to FDA on any violations on Ghana’s Public Health Act.

Liberia Alcohol Policy Alliance (LAPA)

Monrovia welcomes Liberia Alcohol Policy Alliance (LAPA)

The official launch of Liberia Alcohol Policy Alliance (LAPA) took place at the YMCA, Monrovia.

The interim Board Chairman of LAPA, Abdul A. Sheriff provided the historical perspectives on the formation of LAPA while Special Agent Augustine K. Nyanfor of the Liberia Drug Enforcement Agency officially launched the National Alliance in Liberia.

During his launching statement, Special Agent Nyanfor expressed gratitude that such ‘an alliance now exists in Liberia’. He indicated that if LAPA puts up stronger advocacy backed by scientific research, it would be of serious help in curtailing not only the harmfulness associated with alcohol but assisting in combating drugs in the Liberian society. He said alcohol is not a controlled substance like other drugs and so can be used by drug addicts as a cover-up for their consumption of drugs.

He cautioned LAPA to be keen on advocating against the consumption of alcohol by children within the society, adding that it is through such alcoholic consumption that some children can be lured and rapped or abused by unscrupulous elements within the ranks and files of the population.

In separate remarks, the Ministry of Health, WHO Liberia Country Office and other international partners appreciated the formation of LAPA and promised to work very closely with the secretariat in executing their activities. About 30 local and national civil society organizations attended and participated in the official launch of the Liberia Alcohol Policy Alliance.

Sierra Leone Alcohol Policy Alliance (SLAPA)

National Multi-Sectorial Alcohol Control Technical Working Group for Sierra Leone Formed

The Alcohol Control Technical Working Group (ACTWG) of Sierra Leone held its inception meeting in May 2019. ACTWG is a multi-sectorial committee that will advise and provide leadership on alcohol control measures, which includes the development and implementation of evidence-based policy and legal frameworks in Sierra Leone.

The ACTWG of Sierra Leone is one of the four working groups that report to the Non-Communicable Disease and Injury Commission within the Directorate of Non-Communicable Disease and Mental Health (NCD) of the Ministry of Health and Sanitation (MoHS).

The Sierra Leonean Alcohol Policy Alliance (SLAPA), with the support of the Foundation for Rural and Urban Transformation (FoRUT), has advocated for the development of a National Alcohol Policy (NAP) in Sierra Leone since 2015.

The sustained engagement meetings and advocacy actions have primarily targeted MoHS, Ministry of Internal Affairs, and Parliamentary Committees of relevant ministries for alcohol control.

The Members of ACTWG represent relevant ministries, departments and agencies, UN agencies and NGOs. WHO and UNICEF will represent UN agencies on ACTWG.

The members are MoHS, Ministry of Internal Affairs, Ministry of Basic and Senior Secondary Education, Ministry of Trade and Industry, Ministry of Social Welfare Gender and Children’s Affairs, Ministry of Finance, Sierra Leone Standard Bureau, WHO, UNICEF, Independent Media Commission (IMC), SLAPA and FoRUT-SL.

SLAPA Secretariat hosted at FoRUT-SL also provides secretariat support to ACTWG. Ms. Boi Jeneh Jalloh, Executive Director of FoRUT-SL, and Alhassan Jalloh, Advocacy and Communications Officer of FoRUT-SL/SLAPA will work closely with the NCD Directorate to ensure that actions, initiatives and issues coming from meetings and other events are followed up. The ACTWG will meet regularly and report to the Non-Communicable Disease and Injury Commission. The Director of NCDs of MoHS, Dr. Santigie Sesay, is the chair of ACTWG
